_And despite expectation._ _Abdel Moez Hussein Makabraby…_ *#The Sudanese Strategic Mind.. The Root of the Crisis Malfunction (An Epistemological Approach to Our Unraveling Reality)!?

The common international encyclopedic concept among strategy science experts is that they agree on a collective certainty: possessing a strategic vision for the state means its ability to resist remaining in the circle of escalating international conflict, in view of the frantic race over the mass of resources and energies in order to possess the necessary power to protect its national security.
And in approaching the cross-cutting challenges facing Sudan from systematic targeting by hostile states at the international and regional level to make it a state of continuous crises so that it remains in a constant state of distress and mobilization, gasping for breath, to remain an easy prey in the future for looting its resources or to be the alternative homeland as a promised land for their future generations – a model of the American interests project and the malicious UAE state project. And the strategic calculations in this battle do not accept dreamy emotional interpretations nor do they bear romantic courtesies, for it is a battle of existence.
So has Sudan formed a centrality for the strategic mind (Sudanese National Security Advisors instead of the traditional name of the Strategic Planning Council as a cognitive sensing device that determines the state’s paths in how to manage strategic interests and crises and monitors, evaluates, and directs national tasks in general performance and shapes the future security map for the coming generations)?
And the biggest strategic challenge facing Sudan is keeping pace technologically in all axes of the strategy of vital sectors: political, economic, security, cultural, societal, informational, media, and educational.
Indeed, the most dangerous threat to the Sudanese state is not possessing a strategic vision that is radically linked to Sudanese national security. And major projects are only founded according to the national strategy accompanied by a draft law protecting the strategy from encroachments and penetrations as a sovereign issue in the state. With this epistemological prescription for foresight knowledge, the chronic security and economic crises are resolved.
How can a country that wants renaissance and to solve its economic, security, and societal crises export its agricultural, petroleum, and mineral raw materials through its list of exports abroad and boast about increasing the quantity of tons of its raw products? And this is an indicator of the backwardness of strategic thinking and the decline of concepts of transformative industries, i.e., transforming these raw materials into multiplicity and diversity of commodities in which relative advantages are considered and products are refined.
Sudan exports raw meat (livestock herds despite the existence of a Ministry of Animal Wealth) and exports peanuts, gum arabic, hibiscus, fruits, alfalfa, gold, and iron despite the existence of a Ministry of Industry and the existence of businessmen) and the rest is taken care of by smugglers across open borders. This is evidence of the low level of national will and levels of strategic thinking and forms of creativity.
And if the state and government had pursued an agricultural plan in which the map of production and transformative manufacturing is diversified, Sudan would have become like Canada or Australia in levels of agricultural and industrial renaissance. It seems we have become addicted to the inertia of minds and wills and strategic orientation.
Sudan is a country rich in natural resources, poor in human resource possessing national power and creative thinking. So our way out is to establish major agricultural projects in governmental partnerships with the private sector and businessmen to bring about the biggest transformation in manufacturing raw materials into commodities with international specifications competing in global markets, and then Sudan becomes the major African state thanks to this strategic orientation through a major smart partnership conference between the governmental and private sectors so that we exit the syndrome of failure that necessitates restoring wisdom to the leadership of the Sudanese state from the door of deliberating the matter with foresight from the reality of national conscience and arbitration of integrity away from the excess of the authoritarian self.
I put forward this appeal, perhaps it finds a listening ear and a conscious heart among those of understanding and those of intellect.
I have stood upon the model of structuring the three great states: the United States, Russia, and China in the current state of our contemporary world. That was according to contemplation with the depth of epistemological analysis to get closely acquainted with the central circle of building their strong victorious renaissance in advancing the map of international power in all fields of building strategic power. So I found that these states proceed from a methodological platform in which the centrality of specialized professional knowledge accumulates and in which exceptional minds with qualitative capabilities are available that absorb within them all intellectual powers for the paths of forming the strategic mind that manages wide informational dynamic operations aimed at control, correction, and governance towards achieving the state’s long-term strategy and is supported by huge study centers concerned with cognitive support for the state’s strategic decisions represented in (a vital institution for national security strategy) considered the center of the state’s strategic mind where all decisions, policies, and projects at the tactical level from ministries, states, and local systems pass through it and this institution works on presidential oath endorsements on implementing the state’s strategy and monitors the performance of governments, indeed every act within the administration of the ruling authority within its limits.
Strategic management necessitates that states establish a sensing device for reading the future and manage operations by which they protect the rights of future generations to come from resource reserves and vital energy sources. They are modern states that have comprehended the importance of building the strategic mind that formulates the vision and determines future paths and foresight plans and enjoys sovereignty and nationalism and intellectual authority like the biological mind in the human body works on balances and determines steps and regular movement to form and manufacture the future.
This is not an elitist intelligentsia idea but is a realistic truth in our contemporary world. The absence of the strategic mind has caused the Sudanese state to lose its true paths towards renaissance and progress in the ranks of states despite the existence of rich resources and human cadres and scientific minds, except that the defect lies in the national response to this fateful requirement which determines
