*And Despite Expectations..* *Abdel Moez Hussein Mukabarabi* #Sudanese Media.. From the Circle of Reaction to the Platform of Initiative (The Framework of Strategic Logic)!?

Experts and scholars of strategic knowledge believe that whoever has the ability to create the action owns the power to respond to the reactions of others, and that whoever controls the framework controls the details, and whoever creates the initiative directs the convictions of others towards his drawn goals.

These are the strategic rules that Sudanese media lacks, due to the absence of a vision, a plan, or a strategic path for Sudanese media to move from a state of reaction and fragility of action on the waves of external and hostile attacks, to the stage of initiative to create power of influence on regional and international public opinion. By summoning all intellectual, cultural, knowledge, technical and artificial intelligence capabilities, media becomes a strategic power in the state.

Sudan possesses a considerable number of internal media mechanisms, institutions and apparatuses: channels, newspapers, radio stations, electronic platforms, press agencies and websites on the World Wide Web, and a stock of cadres in the field of media techniques and digitalization.

The Sudanese media scene before the war was one of the largest scenes in Africa, and after April 15, 2023, 90% of it collapsed according to the Sudanese Journalists Syndicate.

These are the official figures available until 2025-2026:

*- Number of satellite channels:*
Before the war: (37) licensed television channels (governmental and private). Most prominent: Sudan National, Blue Nile, Sudania 24, Al-Shorouk, Angham, Khartoum, Red Sea, Al-Shamaliya, Al-Hilal Channel, Al-Malaeb and others.

After the war: 90% of their headquarters in Khartoum (Khartoum, Omdurman, Bahri) were destroyed. Most moved to broadcast from Port Sudan and Cairo. And there is new: external projects such as “Khartoum Daily – KHD American TV” from America 0713.

*- (Radio stations)*
Before the war: (71) FM and AM radio stations, including: 20 national and state radio stations (Huna Omdurman, Al-Bait Al-Sudani), and 51 private and community radio stations – The mother radio, Sudan Radio (1940) is one of the oldest radios in the world.

After the war: All Khartoum radios stopped. Only state radios remained (Port Sudan, Gedaref, Kassala) and community radios such as Radio Dabanga (from Amsterdam).

*- (Paper and electronic newspapers)*
Before the war: (43) licensed daily paper newspapers and about 200 websites.
Most prominent newspapers: Al-Intibaha, Al-Sudani, Al-Tayar, Al-Yawm Al-Tali, Al-Jarida, Al-Democrati, Al-Saiha.

After the war: All paper newspapers in Khartoum stopped. 90% transformed to PDF copies on WhatsApp and Telegram. Printing presses were systematically destroyed. And according to the Ministry of Information report: the National Archives lost (30) million documents that were a source for journalists.

*- (Media centers and institutions)*
Sudan News Agency (SUNA) official – stopped and returned from Port Sudan. And there is the National Council for Press and Publications.

After analysis, it becomes clear to us that Sudanese media lacks the vision and specialized strategic mind such as public opinion polling centers, media studies centers, public relations companies for research and studies of mental image and reputation measurement and its linkages with international and regional opinion-making institutions – I mean media networking. And that the framework of media production and the program map has no relation to addressing the national strategy and the central issues of the country.

Look at the methodology of managing Sudanese crises in terms of media, the cognitive and strategic defect of Sudanese media emerges to you, where any institution or any media group moves in different and multiple directions that are not gathered by a common strategic vision nor a pivotal goal towards which media efforts are directed.

From here, it is necessary to form a strategic framework that defines objectives and goals according to reading the Sudanese reality and draws future paths by arbitrating strategy and patriotism and by measuring general media performance and media efforts and projects to be committed to the media strategy of the country if it exists, and if it does not exist, then peace be upon Sudan and God is the one whose help is sought..!?
