Despite Expectations Abdelmoez Hussein Mukabarabi Sudan and Comprehensive Renaissance (the “Singularity of Strategic Choice”)..!?

No developed nation has advanced toward the horizons of civilizational development, renaissance, progress, and the acquisition of comprehensive strategic power to assert its sovereignty within the fiercely contested global arena of strategic conflict over vital interests to secure its future, except after establishing a *Central Strategic Mind*.

This is the institution of Strategic Planning or National Security. It is that “sensory apparatus” which directs all the efforts and actions of the state and its institutions toward achieving long-term goals, objectives, and interests. It serves as the epistemic reference for these nations, and is supported by deep scientific research centers possessing professional cadres in various scientific and knowledge domains. These centers, in turn, support decision-making on major issues.

The Strategic Mind is a comprehensive system: it is the circle of strategic, anticipatory thinking that defines all of the state’s executive, legislative, judicial, and constitutional pathways.

However, in Sudan, the political regimes in power since independence have remained mired in the labyrinths of political delusion, confusion, fragmentation, and intersections in the practice of governance. The state moves forward *without a strategic reference* that defines the fundamental interests, goals, and parameters that shape the features of domestic and foreign policy.

The absence of a Strategic Mind in the state — that is, a Strategic Planning body, a National Security Agency, and a Security Advisory Council — means the absence of a comprehensive institution concerned with formulating a strategic vision for governing the state amid the complexities of external and internal conditions.

The lack of a circle of strategic thinking in the country renders it *unbalanced and erratic in its overall decisions*, and lost in the blindness of insight regarding its existential objectives.

Crises will not be resolved except through deep planning within the apparatus of the Strategic Mind. Traditional political leaders fight against the Strategic Mind in order to push forward their projections of traditional “disciple-like” dependency and to achieve their personal interests, by exploiting the coma of public awareness and taming it to serve their authoritarian whims.

Therefore, the country has remained, and continues to remain, in its protracted and crushing crises. This will not change unless the institution of the Strategic Mind is established as the body representing the state’s overall reference and supporting fateful decisions in the country, in order to bring about renaissance and progress in Sudan’s future — especially in this critical transitional phase.

What most distinguishes the civilized human being from other creatures is the mind. That is why philosophers have concerned themselves with explaining the nature of the mind’s formation, beginning with *Plato*, who considered the mind to be the main driver of man and his essence for subjugating nature to his benefit. Plato therefore gave the mind great importance, and his philosophy dominated the research and writings of other philosophers in the Middle Ages and had the greatest impact on the Renaissance.

Then *René Descartes*, with his rationalist philosophy, gave the utmost importance to the mind. He said: _”You must read the past well, and then judge with your mind in choosing your path, for it is the foundation of knowledge.”_

The lives of individuals and nations are full of gaps waiting to be filled, and thinking and the exercise of the mind is the way to do that. And because thinking and exercising the mind is not easy, it requires thinkers and strategists to undertake this task.

Thinking differently requires removing the film from the lenses of our eyes and from the opinions we hear and from our ears. If we see things differently, our thinking will be different. And this is the pinnacle of creative vision for shaping the future…
