#Despite Expectations.. Abdelmoez Hussein Ibrahim #The Image of the United Nations in International Public Opinion.. (Between American Blackmail and Calls for Reform)..!?

It appears from the international scene that the image of the United Nations system has eroded in international public opinion after a wide wave of criticism from experts in international relations and diplomacy and specialists in international and humanitarian law in the face of the American political behavior in preventing the Chairman of the Sovereignty Council Abdel Fattah al-Burhan from an entry visa in exchange for his approval of an American truce for three months to stop the war to justify humanitarian work and provide assistance as a prelude to lasting peace but..!!? With this undiplomatic and irresponsible conduct, America has put the United Nations in a predicament it cannot avoid.
The official position of the United Nations towards the disgraceful and blackmailing American behavior so far is a weak position as usual in the face of American bullying and manipulation of the sovereignty of international law, and proof that it is above the law and above the will of the countries of the whole world, which opens the door to questions about the role of the United Nations and its ability to establish justice and the rule of international law.
The Secretariat has moved on two levels according to Reuters:
*”First Level: Sudan’s Letter”*
Ambassador Al-Harith Idris sent a letter dated September 21 to Guterres in which he said verbatim: “If this situation continues, it will effectively prevent a head of a member state from participating personally in the work of the General Assembly” and demanded “Immediate intervention with the American authorities to ensure the issuance of the visa”.
*”Second Level: Guterres’ Response”*
Spokesman Stephane Dujarric told Reuters: “The Secretary-General is deeply concerned about reports that an entry visa has not yet been issued to the Chairman of the Transitional Sovereignty Council” and added: “The Secretariat raised this issue immediately with the American authorities and remains in contact with them”.
And the strategic assessment is that this is the maximum that the organization can do. The United Nations is hostage to the 1947 Headquarters Agreement which obliges America to facilitate entry, but there is no punishment mechanism. Guterres has nothing but concern and communication.
*”The American Position -” Deliberate Silence*
The U.S. State Department did not respond to Reuters’ requests for comment, and this silence is deliberate in coercive diplomacy. America does not want to deny the link between the visa and the truce, nor does it want to confirm it publicly; it wants to keep the pressure in closed rooms. But the leak from two sources – a Sudanese diplomat and a Western analyst close to both parties – confirms that the decision was taken at the level of Trump’s advisor Massad Boulos, the author of the 90-day truce proposal.
*”Reactions – A Clear Division”*
In Sudan, the step was considered “the lowest level of U.S.-Sudanese relations since the outbreak of war in April 2023” and linked to an American attempt to expand the arms embargo from Darfur to include all of Sudan, a step that Burhan’s supporters say disproportionately punishes the army.
In Washington, they see that Burhan is the de facto leader since 2019, but the African Union and Western powers withdrew their recognition of him after the 2021 coup, yet he has continued to speak before the General Assembly since the coup. Now is the time for pressure.
*”And the Great Paradox:”*
Abdalla Hamdok is in New York this week to participate with his alliance “Sumoud” and he has no legitimacy or mandate from the Sudanese people, while Burhan, the legitimate president of Sudan, is prevented. This created the impression that Washington is running a double legitimacy game.
*”Legal Repercussions”:*
If the ban continues until Thursday, the date of Burhan’s speech, it will be a dangerous precedent, the first time America has prevented a head of a member state from attending the General Assembly in this direct manner since Arafat in 1988, and it will open the door for Russia, China, and the African Group to demand activation of Article 21 of the Headquarters Agreement and moving some meetings to Geneva or Vienna, and the United Nations will lose what remains of its neutrality.
The United Nations is playing the role of “the worried postman” not the role of protector of international law. Deep concern and immediate communication and nothing. And this proves that the world is not a court of justice but a jungle, and international law is a tool used by the strong against the weak.
Burhan is now facing two options as he wrote in Foreign Policy: either accept a truce formulated without involving Sudan, or refuse and lose the platform but gain the card that he refused blackmail.
If I were his strategic advisor, I would advise him to ask Guterres to deliver his speech via video from inside Sudan, and broadcast it in the hall, as Zelensky did. Then he would embarrass America in front of the whole world.
The Sudanese cannot be blackmailed in this manner and America will see reactions it does not expect from the Sudanese people.
And from here we call on the Chairman of the Sovereignty Council Abdel Fattah al-Burhan to strike with an iron fist and continue the final crushing of the militia and accelerate writing the end of its existence on Sudanese territory without leniency or retreat with all force, and the armed forces are able to win the bet and achieve a sweeping victory even if America and all the arrogance of the forces of international treachery in Abu Dhabi intervene to witness the funeral tent of the Rapid Support Forces militia and you will see that soon..!?
